Introduction to Open Data:

Open data represents a specific set of public information that is machine-readable and made available to the public free of charge and without restrictions through a national open data platform. Any individual or public or private entity may use or share it.

Objectives of Open Data:

  • Enabling individuals to gain a better understanding of how the Emirate operates by providing access to open data.
  • Enhancing transparency by providing beneficiaries with access to open data.
  • Encouraging innovation and economic growth by enabling institutions and individuals to use data to create new value-added services.
  • Stimulating and supporting scientific research by conducting studies and research based on published information and statistics.
  • Creating an enabling environment for business growth.

Open Data Principles:

  • Open by Default:This principle ensures that public sector data is made available to everyone through disclosure, access, or use unless its nature requires non-disclosure or the protection of privacy or confidentiality.
  • Open Format and Machine Readability:Data is made available in machine-readable formats that allow automated processing and is stored in commonly used file formats such as CSV, XLS, JSON, or XML.
  • Data Timeliness:The latest versions of open data sets are published regularly and made available to everyone once available. Aggregated data collected by public entities is also published as soon as possible after collection whenever feasible, with priority given to data whose value decreases over time.
  • Comprehensiveness:Open data sets should be comprehensive and include the maximum possible level of detail, reflecting recorded data in a manner that does not conflict with personal data protection policies. Descriptive metadata explaining the raw data should also be included, along with explanations or formulas clarifying how the data is derived or calculated.
  • Non-Discrimination:Data sets must be made available to everyone without discrimination and without the need for registration. Anyone may access published open data at any time without identity verification or justification.
  • Free of Charge:Open data must be made available to everyone free of charge.
  • Open Data Licensing in the Kingdom:Open data is subject to a license that defines the legal basis for its use, as well as the terms, obligations, and restrictions imposed on users. Use of open data indicates acceptance of the licensing terms.
  • Developing the Governance Model and Engaging All Stakeholders:Open data enables access and participation for all, enhances transparency and accountability of public entities, supports decision-making, and improves service delivery. Comprehensive development and innovation play a key role, as entities actively promote the reuse of open data and provide the necessary supporting resources and expertise. Entities must work in an integrated manner with stakeholders to empower the next generation of open data innovators and engage individuals and institutions, as well as the public at large, in unlocking the potential of open data.
