Regulations and Rules

This page includes the systems, regulations, and organizational structures related to the competencies of the Asir Region Development Authority, with the aim of enabling beneficiaries to view the regulatory frameworks and official references related to the Authority’s work and tasks.

The Asir Region Development Authority aims to provide comprehensive planning and development for the region across urban, demographic, economic, developmental, social, cultural, environmental, transport, infrastructure, and digital infrastructure sectors. It also aims to meet the region’s needs for public services and facilities.

The Authority undertakes the following tasks and responsibilities:

  1. Setting general policies for the development and growth of the region.
  2. Preparing, approving, and updating comprehensive strategic plans, studies, and master plans for the region and their implementation programs when needed.
  3. Direct supervision of planning, design, and execution of strategic programs and projects, including related operation and maintenance activities.
  4. Reviewing and approving development plans, programs, and projects related to the Authority’s scope prepared by government entities, public authorities, associations, and civil society organizations to ensure balanced regional development.
  5. Monitoring the planning of infrastructure projects in coordination with relevant authorities.
  6. Prioritizing the implementation of programs and projects in the region in line with development plans.
  7. Following up on the implementation of programs and projects in the region, ensuring their execution in coordination with relevant entities, and applying urban performance improvement and efficiency measurement indicators in line with approved development objectives.
  8. Proposing the expropriation of certain properties for regional development in coordination with the municipality and relevant authorities, in preparation for completing legal procedures.
  9. Supervising the rehabilitation of existing urban neighborhoods—including historic districts—improving them, addressing informal settlements, and upgrading them urbanistically, socially, economically, security-wise, and environmentally.
  10. Preparing and approving building regulations and land use controls that support the implementation of regional development plans.
  11. Reviewing and approving land subdivision plans.
  12. Establishing and managing a unified urban database and information system to serve as a primary reference for all entities involved in regional development.
  13. Coordinating and organizing efforts among entities involved in regional development in accordance with approved studies and plans.
  14. Developing programs, frameworks, procedures, and incentives to encourage private sector participation in achieving development goals and implementing projects and services in the region, and supervising such participation.

The Authority may, in order to carry out its responsibilities, seek assistance from relevant government entities and others, including consulting firms and specialized experts inside and outside the Kingdom.
